Tarnex for cleaning ROM legs?

I was reading old threads about the best way to clean the legs. Tarnex seemed to always be the answer. I’ve never used it so I don’t know if it comes in a liquid or what. If it is liquid, how do you go about using it? Are Roms water proof where you can just soak them in it?
